Building the source code on Windows

Hello!
In https://github.com/NHERI-SimCenter/rWHALE, when building the source code on Windows, the first step "add the simcenter remote" failed. I browse the website "https://api.bintray.com/conan/nheri-simcenter/simcenter", found the site failed. Could you tell me how to deal with it, thank you.

That is a stale repo which I need to remove. rWhale is now part of SimCenterBackendApplications repo.
